Evolution. The first engineering college in India was set up at Roorkee in 1847 (Thomason College of Civil Engineering, now IIT Roorkee). Technical education grew slowly in the colonial period. After independence the Sarkar Committee (1946) proposed higher technical institutions on the pattern of MIT, leading to IIT Kharagpur (1951), the first IIT. The Institutes of Technology Act, 1961 gave IITs the status of Institutes of National Importance; the IIT Council is chaired by the Union Education Minister. Regional Engineering Colleges were upgraded to National Institutes of Technology, and the NIT Act, 2007 declared them Institutes of National Importance. IIITs (PPP) were given statutory form by the 2017 Act. The Indian Institute of Science (Bengaluru, 1909, founded by J. N. Tata) is the oldest premier research institution in the field.
AICTE. The All India Council for Technical Education started in 1945 as an advisory body and received statutory status through the AICTE Act, 1987. It plans and coordinates technical education, approves institutions, sets norms and fees, and covers engineering, technology, management, pharmacy, architecture, town planning, hotel management and applied arts. The Supreme Court in Bharathidasan University v. AICTE (2001) held that AICTE approval is not mandatory for universities and their own departments, though it applies to affiliated colleges and stand-alone institutions. NBA (National Board of Accreditation, set up 1994, autonomous from 2010) accredits programmes of technical education; NAAC accredits institutions. India is a signatory of the Washington Accord, which recognises accredited engineering degrees internationally. GATE is conducted by IISc and the IITs on a rotational basis; JEE and CUET are conducted by NTA (set up 2017).
Polytechnics and ITIs. Polytechnics offer three-year diplomas in engineering; diploma holders enter degree programmes laterally into the second year. Industrial Training Institutes started in 1950 and now fall under the Directorate General of Training in the Ministry of Skill Development and Entrepreneurship, which awards the National Trade Certificate.
Management education. XLRI Jamshedpur (1949) is often cited as the first business school; the Faculty of Management Studies Delhi was set up in 1954; IIM Calcutta and IIM Ahmedabad (1961); IIM Bangalore (1973). The IIM Act, 2017 gave IIMs degree-granting autonomy. International accreditors include AACSB, EQUIS and AMBA.
